Biography
William H. Fedullo is an Associate in the Firm’s Philadelphia office, practicing primarily in the Whistleblower, Qui Tam & False Claims Act group. Mr. Fedullo focuses his practice on Medicare and Medicaid fraud, investigating and litigating complex claims against health systems, pharmacy benefits managers, hospitals, and other medical providers. In addition to healthcare fraud, Mr. Fedullo has experience representing whistleblowers in a variety of contexts, including securities fraud, tax fraud, grant fraud, and defense contractor fraud. In 2023, he was named a “Rising Star of the Plaintiffs’ Bar” by the National Law Journal’s Elite Trial Lawyers awards program.
Mr. Fedullo has been a core member of litigation teams that have achieved tremendous success on behalf of the Firm’s whistleblower clients:
- United States ex rel. Behnke v. CVS Caremark Corporation, et al. No. 14-cv-824 (E.D. Pa.): Mr. Fedullo helped secure a nearly $290 million bench verdict finding pharmacy benefits manager Caremark liable for overcharging the government for generic drugs provided to Medicare beneficiaries.
- United States ex rel. Zissa v. Santa Barbara County Alcohol, Drug and Mental Health Services, et al. No. 14-cv-6891 (C.D. Cal.): Mr. Fedullo helped secure a $28 million settlement with a California county mental health system to resolve allegations of systemic Medicaid fraud and unlawful retaliation against a whistleblower.
- United States ex rel. Ruggeri v. Magee-Womens Research Institute and Foundation, et al., No. 19-cv-862 (W.D. Pa.): Mr. Fedullo helped secure a $5.75 million settlement with a university and medical research foundation to resolve allegations of grant fraud against the National Institutes of Health and unlawful retaliation against a whistleblower.
Mr. Fedullo is also a member of the Executive Committee of Justice Rising Advocates, a young professionals organization dedicated to advancing the mission of Community Legal Services.
Prior to joining the Firm, Mr. Fedullo was a commercial litigation associate at a large full-service Philadelphia law firm. His practice there focused on protecting small businesses that had been the victims of usurious “merchant cash advance” lending practices.
In law school, Mr. Fedullo was an executive editor of the Penn Law Journal of Constitutional Law. He was the recipient of the 2019 Penn Law Fred G. Leebron Memorial Prize for Best Paper in Constitutional Law for his paper “Original Public Meaning Originalism and Women Presidents.” He received honors from both the Philadelphia Bar Association and Penn Law for his extensive involvement in pro bono activities.
Mr. Fedullo is admitted to practice law in the state courts of the Commonwealth of Pennsylvania as well as the United States District Court for the Eastern District of Pennsylvania.
