Biography

Zach Shelley is an Associate in the firm’s Antitrust group. He joins the firm following roles as a Supreme Court Assistance Project Fellow and Litigation Fellow at Public Citizen Litigation Group.

Mr. Shelley has successfully helped public-interest litigants oppose Supreme Court review and has served as lead counsel in cases preserving and extending public access to government information. He has been quoted in The New York Times, Politico, The Wall Street Journal, and NPR, among other publications.

A graduate of Yale Law School, Mr. Shelley gained experience representing homeowners in foreclosure proceedings and consumer lawsuits as a member of the Housing Clinic of the Jerome N. Frank Legal Services Organization. Following law school, he clerked for the Honorable James A. Wynn on the United States Court of Appeals for the Fourth Circuit.

Prominent Judgments & Settlements

  • Doctors for America v. Office of Personnel Management, Case No. 25-cv-00322 (D.D.C.). Lead counsel. Successfully argued motion for a temporary restraining order and won summary judgment, requiring federal agencies to restore public access to health information.
